UNESCO Dakar participated in the Asia-Pacific Capacity Development Workshop on Effective Education Planning

The Asia-Pacific Regional Technical Capacity Development Workshop on “Effective Planning of Education Sector for Achieving SDG4-ED2030” took place in Kuala Lumpur, Malaysia, from 24-28 July 2017 as part of UNESCO-Malaysia Funds-in-Trust Project (MFIT) on “Strengthening National Capacity for Sector-Wide Planning to Achieve SDG4 in Asia-Pacific (AP) through South-South Cooperation”, and was jointly organized by the Government of Malaysia, UNESCO Regional Bureau for Education in Asia and the Pacific, and UNICEF East Asia & Pacific (EAPRO).

The objective of the Workshop was to develop the capacity of key education planners of 16 countries in the Asia-Pacific region in result-oriented planning and management, which also benefitted one participating country from West Africa: The Gambia. The participants reflected specifically on the implications of the SDG4-Education 2030 targets and commitments on education planning. It was also an opportunity to discuss the challenges faced by countries to integrate SDG4 into national planning.

Special attention was given to Malaysia’s experience in developing and implementing its Education Blueprint, as several countries in the Asia-Pacific region and elsewhere are increasingly looking at it as a model for developing an evidence-based and result-oriented education sector plan. Its preparation process, starting with an in-depth analysis of the situation from both internal and external perspectives, followed by a strategic thinking process that produced a selected number of “shifts” leading to the identification of the priority programmes and their targets, inspired many countries. With now strong and continuous monitoring in place, its implementation and reflections around SDG4 implications, are also exemplary.

In the framework of the Regional Coordination Group on SDG4-ED2030 for West & Central Africa (RCG4), in particular the Task Team on Education Systems Strengthening, UNESCO Dakar is jointly working on developing a Handbook on Planning for SDG4-Education 2030: Towards Lifelong Learning for All, that will draw on the lessons learnt and results of the Workshop.
